Last month my 84 elky was losing power so when I changed the fuel filter there was a lot of rusty powder in there. (the fuel filter was last changed a year ago when I got my new engine) Now it is starting to lose power and hesitate like it did before. I am guessing my fuel tank is rusty and needs to be replaced, I am 90 percent sure it is original. Any thoughts?
It's possible you have a rusty tank, but you might try installing an inline filter to take the load off the small filter located in the carb. I would do it under the hood. Some have a clear bowl, you might be able to monitor any junk showing up.

I agree with Doug. Install a clear fuel filter in the line between the pump and carb. Watch it for a couple of months to see if it fills with the rust.
If it does, it's not that hard to drop the tank, inspect it and flush it if needed.
If you decide to replace the tank, don't forget to install new pads on the straps.

That sounds a lot better than replacing the tank, at least for now. I have not heard anything good about the replacement fuel tanks.
