My ignition cylinder seems to be messed up - the key can (and has been able to) be removed once ignition is turned past the lock. Now the issue is that the cylinder won't turn all the way towards me to the "lock" position, I've tried turning the wheel, moves fine no change to cylinder condition. Also the cylinder will not rotate to the start position, just stops no spring action at all.

There is a rod that connects the lock to the switch. You may want to try disconnecting it to see which end is binding up.

Do I need to pull the steering wheel to check that?

Should not need to. The switch is mounted to the top of the column about half way to the floor. The rod runs from the lock down to the switch. You may need to remove the switch from the column to disconnect it. (kind of a pain to get to) Then work the lock to see if it is ok.
