It seems a rough, and splotchy when i'm just turning the wheel in a parking lot, driveway etc. Its smooth, rough, smooth rough, and more rough than smooth.

I have a belt that needs replacing, because the belt right now seems to have a little slack, could this be the issue? or could it be that i need that little bit more power steering fluid because i'm just a smidge short of full cold on the stick. Or could it be an entirely different problem that I really dont want to think about >_<

Can you tighten the belt any more? I would start with that. Either tighten it if you can or replace it with the proper length belt.

Well, I have the replacement power steering belt. So perhaps I should try putting that on before I start thinking of other things, a process of elimination. Thanks again guys. I have a feeling I'll be spending a majority of my time here while trying to restory this beauty.

I agree with Tom, start with a belt tighting or replacement.
My 83 has and does the same.
Tightened the belt and it helps ALOT!
