i have a 1977 El Camino and she has 2 rust holes on both the side panel. how would i be able to restore the 2 panels? and how much would it cost me

Welcome to ECC.
Cut and remove the damaged areas, being sure to go beyond the damage. Then weld in some patch pieces, finish the areas, and resurface.
That is the correct process.

If the damaged area is small enough, you can use sheet metal of the same thickness from any source (scrap, an old panel from another area, donor car). If you need a whole panel, try Goodmark, OPG or Classic Industries.
