My heat and A/C work, but they will only come out of the vents under the floor and against the windshield. It is not coming out of the vents that are in the dash...any ideas on how to fix this?

Do as suggested by 464elky. The flaps that direct the cold or hot air are operated off of vacuum. You have a vacuum leak somewhere, which is causing the flaps to not operate. Take some time took look at all of the vacuum lines in the engine compartment, and you'll probably find that there are quite a few that need replacement due to cracking from heat, etc.
is this black ball next to the A/C accumulater...if it is, the black plastic thing going into looks like it is melted shut...can i just cut the melted end off and place it back in the ball?

Yes it is by the accumulator. Pull the small line off, about an 1/8 inch plastic, and start the engine. you should have vacuum at the connection on the ball. If not pull the large hose off and see if it has vacuum coming from the engine. If you have it at the outlet of the ball the break is between there and the control switch. A simple fix for the plastic hose is a rubber hose as a splice. Just take a small piece of the plastic hose to the parts store and find some rubber hose that is a tight fit to go over the plastic hose. The rubber hose may not last 20 years but your plastic hose did not last that long either. The good news it will be easy to find. _________________ 1986 El Camino
