Is it a direct swap to take the inst. cluster from a '87 Monte SS and put it in my '84 Elk?
What are the steps. I searched and found nothing unless I'm not using the search tool right.

This is a very simple swap and I'm sure the process has been posted. I did the swap a few years ago on my 83. I think you will find it in the electrical forum. If your 84 has the idiot lights you will have to change out a couple of sending units such as temperature and oil pressure. You will also have to change location of some wires in the main instrument harness connector, but this is not difficult. If you don't have a tach you will need to run the wire for it to the instrument connector. I will check this evening to see If I can help you find the details of the procedure.

Thanks for responding and I look forward to reading about the details to get this done. Promised my wife this car wouldn't be out of commission. It's my daily driver so everything I do has to be done and back on the road asap.
