I'm having a problem with the steering columnin my 78. when the key tumbler is in the column it will not lock or start. When I remove it the tumbler goes through all functions easily. When I try to turn the rack with a set of pliers the travel appears to be the same as with the key. How do I tell whether the problem is in the rack or the switch at the bottom of the column.
